Combined Humanitarian Assistance Response Training (CHART) Combined Humanitarian Assistance Response Training (CHART) is an introductory course designed to provide basic information about complex emergencies in an international arena to U. S. military service men and women. The course has been adapted for foreign militaries requesting the training, including Singapore Armed Forces and Japanese Self-Defense Forces. Graduates of this course are better prepared to perform their duties toward achieving the missions as prescribed by their command in theaters where complex humanitarian emergencies exist. In response to a request by the Department of Defense, this course was developed to prepare active and reserve military components to function in a multi-force theater of operations in coordination with civilian relief organizations. The communication and collaboration achieved by crossing professional boundaries help to prevent major health catastrophes that commonly result from complex emergencies. Providing humanitarian assistance during operations other than war (OOTW), including complex emergencies and natural disasters, where local resources prove inadequate. The purpose of these actions is to help promote peace and stability in a region, and is a major component of defense strategy. As the frequency of U.S. military participation in complex emergencies rises, the knowledge gained by this training will prove to be critical. In addition, the CHART course is of benefit to all international and non-governmental organizations that may find themselves working with the military in these operations.
